The hooks are there on potato boot-floppies. It's just a matter of
loading the proper .trm file. But I don't know how many .trm files will
fit on our stuffed root floppy.

dbootstrap creates an /etc/environment files with LANG=<some locale here>
IIRC, login and Xsession use that file.
