It's just modconf both times, and it doesn't write to conf.modules .
Currently (with slink modutils) conf.modules is automatically generated
by update-modules. modconf just writes to a file on /etc/modutils , and
update-modules builds conf.modules merging those /etc/modutils/* files.
The only way to make sure that modconf-generated lines are placed in the
end of the file is by writing them to a file named "zzzzzzzzz" (and they
would be at the end only if the user doesn have a "zzzzzzzzzz" file, or a
file using some symbols on its name). :-)

I'm not sure about what to do with this bug... should I reassign it to
modutils? Should modconf write to that "z..." file?
