Bug#36073: 'Netconfig' should be provided

	The same way that a 'modconfig' is provided after installation to
configure device modules, a simple 'netconfig' program should also be
provided to configure the system. I suppose this does not need any kind of
rewritting code, only use the same as used in boot-floppies, but compile a
new program to add to the /sbin directory (maybe make it more intelligent
so as to parse the current configuration there, or do not run if it is not
made by himself, i.e. the user changed it)
