No, that's not right. For low-memory installations one has to boot using
lowmem.bin , and no, there's no lowmem.bin image for 1.2 MB floppy
disks, but you may easily build one following the procedure below:

- create a 1.2 MB rescue floppy using resc1200.bin
- mount it and remove the following: *.txt *.sh linux root.bin syslinux.cfg
- mount the lowmem.bin image and copy the following from there to the 1.2
  floppy: *.txt linux lowmemrd.bin syslinux.cfg

and there you are...

PS: As discussed on debian-boot recently, I won't build 1.2 MB floppy
images for potato (next Debian release). We have troubles fitting
everything even on 1.44 MB floppies, we don't have enough testers for 1.2
MB floppies, and 1.44 MB floppy disk drives are really cheap nowadays.
