change the mechanics of all-arch-docs, so that we pick up the properly
set kernel version and whatnot

deal gracefully with debiandoc-sgml > 1.1.4 (potato) in which files
are given names such as index.en.html

all-arch-docs is changed also for the distribution on www.debian.org:
create PDFs, get all the file names right for content-negotiation
