Well, d-i includes grub-installer, lilo-installer, palo-installer,
elilo-installer, arcboot-installer, zipl-installer, silo-installer and
yaboot-installer as udeb packages. They can have ability of support to
install loader package themselves.

For example, current grub-installer's postinst installs grub package
(run 'apt-install grub' internally).

When you drops some boot loader packages from debootstrap, we'll simply
add routines for install them (apt-install ...) into appropriate udeb
packages.
