This would be most easy to implement by teaching the preseed udeb to
look for a preseed file in the same partition as the hwdetect udeb is
looking for firmware.  If this partition exist on the ISO/USB stick,
preseed could look for a well known file name (say preseed-default.cfg),
and load it if it exist.  Should be less than 50 lines of changes to the
preseed udeb.
