Pointer to an "old" project aimed towards smal &/or embedded systems

I recall reading about a project that had a component of of 
making package dependencies very explicit. (i.e. very few if any 
references to "Priority: required" and NO use of "Suggests:" nor 
"Recommends:".

IIRC I found the reference in one of the Debian mailing lists.
