I don't know if it can be useful to you, but some years ago I worked on a
toolikit for the then called Debian Custom Distributions (later renamed to
Blends) that includes a way of handling package configurations which is
similar to what you propose. It didn't entered Debian (the idea was to have
code working before proposing) and it could have used support from dpkg, but
it worked, more or less (it needed a optimizations and testing, but I moved to
other projects and left it as it was then).
