Well, it's no idea, it is how Debian-Med packages work for years.
Just look at them (and their dependencies cdd-common and the build
dependency cdd-dev). Feel free to ask any questions.
Moreover the basic things to do to use the menus is descirbed in
the attachment of my CDD paper:

Everything is there - except the users of this stuff.
Ahh, well and while reading again the URL above I see it is
out of date. The menu entries in fact *will be created in postinst*
and are generated from installed packages. The paper is a little
bit outdated. Just apt-get source debian-med and look at is at
example. Suggestions are welcome.
