Documentation in CDD-created packages

I've been having a look on the New Maintainer's Guide and i've seen
something about the doc-base for external help file formats (mainly HTML, PS
and PDF).

Why cdd-dev does not create such files for? Is this a design decision or
just... well, it's just not used :)

I don't really know how this works, but i've just thrown this advice to ask
everybody if this is an interesting feature to use.

Another option would be to create it and use it manually on the rules if you
decide to use it ;)
