I'm really not sure at all where you got that idea.  

Every tool in the distro is gpl'ed, and i can get source rpms from
ftp.scyld.com ( hm, no, i don't think i see any tarballs as such).

They take a gnu-like cathedral approach to software development ( i'd
rather see public cvs and lotsa mailing lists... ), but once it'd
done, the source is avaliable.
