True enough -- my current approach is to download the package for sid
and install it directly.

Not super pertinent, other than that your response prompted to me read
more of the apt documentation: I've instead added "deb
http://deb.debian.org/debian sid non-free" to sources.list, and
created  /etc/apt/preferences.d/sid.pref:

Package: *
Pin: release n=sid
Pin-Priority: 2

(By default packages from bookworm and sid both get priority 500, and
packages from bookworm-backports get priority 100.)

And then ran apt install emacs-common-non-dfsg.

WDYT about closing the bug? I can post this solution on the
stackexchange question that led me here in the first place.
