systemd-network VLAN interfaces non-functional after boot; fixed in 251.5+

After upgrading systemd from the previous stable-bpo version "250.4-1~bpo11+1" to the now-current "251.3-1~bpo11+1" (i.e. a new major release, from v250 to v251), 'systemd-network'-configured VLAN interfaces are not reachable/online after reboot anymore. A simple 'systemctl restart systemd-networkd.service' seems to temporarily fix the issue. However, rebooting the machine reproducibly fails to bring the VLAN device online. Only VLAN devices seem to be affected in my environment, other (physical) devices (for WAN, dedicated management, etc.) are unaffected.

Temp fix: Downgrading to previous systemd version 250.4-1~bpo11+1, rebooting and VLAN devices are online reliably.

This has been reported upstream as systemd issue #24377 a while ago, and has been fixed in systemd-stable release 251.5. I can see 251.6 is already in Debian-testing, but stable-bpo is still on 251.3. Could you please release the much newer 251.6 (which probably contains a lot of other fixes for v251) for stable-bpo?
