Backport request: freeradius_3.0.25+dfsg-1.1

Hi,

since version 3.0.22 freeradius is able to reload CRLs automatically 
without having to restart the whole service. People have been waiting 
for this feature since at least 2009 [1], 2016 there was a pull request 
to add the desired feature [2], 2021 it was finally included in release 
3.0.22 [3].

Unfortunately Debian Bullseye only delivers version 3.0.21. It would be 
supercool to have the backport available for Bullseye to make use of 
this feature.
