You mean upgrade/(full/dist-)upgrade. They always run update, otherwise
wanna-build might view your build dependencies as installable but
without running update they might not be satisfiable. In fact, if you
don't run update, the nature of the DSA setup (unless it's changed)
means that you won't see *any* packages available, so it's a hard
requirement even without that point. But unless you have version
constraints on your build dependencies to force a new version, apt
won't upgrade already-installed packages when satisfying build
dependencies.
