Release files have an expiry date, to prevent a network attacker from sending you an old version to hide the existence of security updates. (They are also signed to prevent them from creating their own version.)

Archived releases no longer receive updates (including security, so it's generally not a good idea to use them) and their Release files are allowed to expire. Hence, apt refuses to use them without disabling this check.
