   * Rebuild for stretch-backports.
   * Lower debhelper compat to v10 for backport build.

P.S. I feel pretty suprised that current debhelper 11.3.2~bpo9+1 would
conflict with qt5-qmake in Stretch. It would be great if anyone could
help look into this problem.
