linux-latest not upgrading stock Stretch kernel (3.9)



Dear devs,
since some time linux-latest from backports rightly points to latest linux-image* in bpo, BUT prevents updating of the Stretch kernel (3.9), as it always happened, at least in my memory of more than ten years as Debian user.
This happens both in i386 and in AMD64 systems.

Is it a desired behavior?

If not, is it possible to restore the older behavior, in order to have both latest stock kernel (3.19) and latest bpo kernel?
