It's not that hard. tracker.debian.org gives you plenty of information
and nothing in this process moves particularly quickly.

So what if the upload is a few hours later than the migration into
testing? The actual population of the mirrors is going to take quite
some time after that.

No migration is certain until it has happened. Do due diligence
yourself, don't expect backports to do it for you.
