For the record, I very much disagree with the assessment that this bug
is RC in Django.
The scope of this bug is limited to one application that depends on
Django, and the maximum damage is that the package fails to upgrade
correctly.
Furthermore, at this point in time, I believe a work around should be
possible that will allow the migrations to run even after upgrading
directly from Jessie to Stretch.
