FTR, geoip-bin in jessie-backports is affected by
http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=840510
(it was fixed by 1.6.9-4).
As a result, ASN database from geoip-database-extra is partially mangled.
AFAIK, updating src:geoip backport to current stertch version should
automatically fix next src:geoip-database upload/rebuild.
