Backporting a version older than the one currently in testing



Dear backporters,

It has been requested that I backport the dh_elpa to jessie so that
useful Emacs addons like Magit can be backported.  The current version
of dh-elpa in testing is 0.0.21.  However, I want to base my backport on
version 0.0.19, which was previously in testing.  That's because version
0.0.20 introduces functionality and dependencies that I would have to
disable for the backport, since they require a newer debhelper and I
consider backporting debhelper unfeasible.

The backport rules suggest that it is only permitted to backport the
version *currently* in testing, but is it okay to backport the slightly
older version instead in this kind of case?
