Just some facts:
This seems to be neither the case. As Niels mentioned, they're just
uploaded with the rest. And some of them already had been accepted:
→ lsb_release -cs
→ apt search dbgsym

But then again, according to Niels' mail, such a package can't be done
with pure stable + backports as the proper debhelper for that seems
