lets see which packages have that dependency
reverse-depends -b  libseccomp-dev
vs
reverse-depends -b  libseccomp-dev -x jessie

the packages that gained this dependency in Stretch
seems to be
* chrony
* flatpak
* golang-github-seccomp-libseccomp-golang
* ocserv
* snap-confine
* systemd


I would say, systemd is a good candidate, because the backport
version uses it.

and BTW it is the only one in that list with a backport.
