Alex already addressed the changelog merging "requirement" (i.e. it's
not actually required, and it's debatable whether or not it's
considered good practice), but to address your other commit, I would
explicitly point out that any upload that requires passing through the
backports NEW queue cannot be uploaded by a DM (because DMs cannot
upload to NEW); this isn't limited to the very first upload of the
package to backports.
