The version in wheezy is 1.8.5-4

The version already in backports is 1.9.7-1~bpo70+1

The version in jessie is 1:1.9.7-4

What should I use as the -v argument?

What should be in the debian/changelog file before I start
dpkg-buildpackage?  This is what is in there now, this corresponds to
what I have in my debian-wheezy-backports branch in Git:
