Several ways, in fact:

- ping the maintainer/uploaders of the package and ask them to
consider maintaining a backported version of the package
- propose to maintain a backport yourself and upload your backported
package to mentors.debian.net for review and sponsorship

Just asking repeatedly for a package to be backported usually doesn't
produce any meaningful results.
