It seems more appropriate to file a bug on wget:

  https://www.debian.org/Bugs/Reporting

I could reproduce the problem on wheezy (1.13.4-3+deb7u1):

  wget -nv -O- https://raw.githubusercontent.com/kovidgoyal/calibre/master/setup/linux-installer.py
  GnuTLS: A TLS warning alert has been received.
  Unable to establish SSL connection.

but not on jessie (1.15-1).
