The reason of Enrico's request is precisely that DSA will only install
packages from stable or from stable-backports and that we wants the
package to be installed.

I think you misread the announcement. It was a an idea that they'd like to
explore but until recently nobody was working on it. But it's not in use
in any way.

That said, bribing release managers to get it quicker into testing should
be doable too.
