The linux-latest metapackage is already backported.  However the APT
Release files for backports contain:

NotAutomatic: yes
ButAutomaticUpgrades: yes

Which means that 'apt-get dist-upgrade' will still not install the new
kernel package when there is an ABI change.  This might be overridable
by pinning.
