devscripts in wheezy-backports

devscripts 2.13.2~bpo70+1 uploaded to wheezy-backports fails to build from
source:

the package would seem to need a dependency on distro-info-data >= 0.16~ to
ensure that these tests pass; the package was uploaded to backports prior to
that package being available in wheezy.
