You should, in general, build against the libraries in stable if you can.
However, if the functionality of the backport depends on libraries in
backports, you are allowed to build against them.  Just please keep that
to a minimum because it requires people upgrade more of their system to
use the backport (and be sure to use proper versioned Build-Depends to
ensure that any other builds pick up the appropriate library).
