Right. And it only uses that if the files are present. See above.

Well, there the same goes, just that they ship it in their
default install ad the don't care about the link deps. We do and to 
not force it on everyone it's in an own package.

Here we see that it isn't installed. qed.

In any case, this is a) not a bug b) a bpo "bug" which has nothing
to to in this BTS as the BTS simply does not know about bpo versions.
The bug should (and reportbug does this) be redirected to
debian-backports@lists.debian.org (CC'ed).
