missing documentation for uploads by DM w/ DMUA and mail notification

Hi,

there is documentation missing on
http://backports-master.debian.org/Contribute/

* concerning uploads by DM when the package is already in backports and
has DMUA set. (This works, confirming <[🔎] 4F7F6F35.4000204@gmail.com>)
Do the same rules apply for new binary packages as for sid, e.g. a DD
upload is required?

* how to add email addresses to the whitelist to get the ftp-master
notification emails - there was a thread started at
<alpine.DEB.2.02.1201040226260.2997@tglase.lan.tarent.de> which caused
several people to get added ...
