What *should* happen (what I see in a lenny chroot on a lenny system)
is:

Setting up udev (0.125-7+lenny3) ...
unable to open device '/class/net/*'
A chroot environment has been detected, udev not started.


Unrelated to the original topic, but it's rather nice having chroot
systems that match minimal systems rather than having debootstrap
include hacks to make a magic chroot system.  Otherwise, you end up w/
something that looks like maemo rootstrap systems for scratchbox (which
make me sad).
