 Actually, no, because that would give the impression that actually
backports from unstable are wanted in it, which is only the exception,
especially for now during the freeze of squeeze. After squeeze is
released the same rules like for squeeze-backports will apply, the
package has to be in testing (which will be wheezy by then).

 And yes, to some degree the uninviting name is intentional because
skipping a release with package upgrades is a can of worms and can cause
a fair amount of troubles. People who want to go that path should do so
willingly and well aware of the implications it might bring with it.
Usual testing is expected to be done by the uploaders, but as skipping
releases in the upgrade process isn't a supported path in the regular
pool there is always the corner cases that might slip through the
regular testing of the uploaders of the packages.
