I'd suggest you host the source and binary packages somewhere else than 
backports.org. If you don't have such a place, debian-community.org could 
probably be one, or you create an alioth project or use the collab-maint 
alioth project. All of these options give you webspace, alioth is probably 
the best option.

And (to those rightfully pointing out that php4 has no security support), yes, 
but many companies still use php4, heck, there are even some which use 
php3 ;-) Most probably use it on internal and/or unimportant systems, where 
it's cheaper to life with this security risk and be prepared for it, then 
migrating thousands of lines of code. That's called real life. 

So putting this old crap up somewhere and saying it's crap prominently (and 
why) and what to do instead/if possible, is better than putting the head in 
the sand and saying "you must upgrade, it's the only sensible thing to do" 
when it's not.
