cannot connect to backports.org

Hello, 

I cannot connect to backports from any machine on our various subnets.  We 
are Computer Science for a large College.  I'm wondering if one of the 
research groups overwhelmed you at some point and you blocked us.
35.9.20.X, 35.9.23.X, 35.9.25.X, 35.9.26.X 

If I do a traceroute and compare with a location that can connect, I see it 
gets to the very last hop before backports.  Could you tell me what is going 
on or what I can do to help fix this?
