Backporting of geoip 1.4.4.dfsg-1

Hello,
I created a backport for the package geoip based on the testing/sid
version 1.4.4.dfsg-1.
dsc file:

It builds without any source changes on Debian Etch and should have an
significant userbase (7243, see [1]).
There's also an existing backporting request at [2].
It is also a good idea to backport this library, because the main
databse changes permamently and so on the database in Etch is more up to
date and useable.
While I'm just a DM and in the NM queue, I need someone, who reviews and
uploads this package.
