linux-image-2.6.16-2-xen is broken.

I tried to update linux-image-2.6.16-2-xen-amd64-k8 from 2.6.16-13bpo1
to 2.6.16-18~bpo.1.  However, this breaks linux-image-2.6-xen-amd64-k8
which still depends on linux-image-2.6.16-2-xen-amd64-k8 (=
2.6.16-13bpo1).  Is there a fix in the works this breakage?
