salsa repo for naif-cspice

I would like to ask for you to create a new salsa repo for naif-cspice 
with the appropriate permissions (including access for me as maintainer, 
with user name @attipaci).

The ITP for naif-cspice is under Bug#1078690.

(Sorry for spamming with the botched ITP requests earlier. Mea culpa.)
