pdiff ought to be a solution for that :)

Otherwise, for the stable releases, the volatility of the indexes is
rather small so it would be fetched that often. And the .deb from any
updates will soon be bigger than the Packages file.

So i doubt it will save a significant amount of bandwidth, and these
users will probably have some local apt cacher installed anyway.
