Stretch in the archive currently has a kernel version of 4.8.11, so an
installer booted with 4.7.8 is going to have a hard time finding working
kernel modules.
An installer that has more parts included than the network boot one
would have a much better chance of working.
It would seem the files you are using are dated October 31, 2016, which
is a couple of months ago, and a lot has happened in stretch since.
Maybe these would work better:
