One other thought I just had...

We do have a patch in the Debian kernels which affects the Ethernet PHYs
on Marvell systems:
http://anonscm.debian.org/viewvc/kernel/dists/sid/linux/debian/patches/bugfix/all/disable-some-marvell-phys.patch?revision=21287&view=markup

What devices do you see in /sys/bus/mdio_bus/devices/?

And what is the content of /sys/bus/mdio_bus/devices/*/phy_id ?

e.g. on my TS-419:
# ls /sys/bus/mdio_bus/devices/ -l
total 0
lrwxrwxrwx 1 root root 0 Jul 19 13:36 orion-mdio-mii:00 -> ../../../devices/platform/orion-mdio/orion-mdio-mii:00
lrwxrwxrwx 1 root root 0 Jul 19 13:36 orion-mdio-mii:08 -> ../../../devices/platform/orion-mdio/orion-mdio-mii:08
# cat /sys/bus/mdio_bus/devices/*/phy_id
0x01410e40
0x01410e40
#

That patch was only supposed to have an impact in devices with a 4-port
PHY and the TS-420 only looks to have 2 Ethernet ports, so I think it's
unlikely to be this, but worth checking.
