For which distro? Wheezy, testing, unstable?

There are (not well-tested but should be working) cross-toolchains for unstable here:
http://people.debian.org/~wookey/tools/debian/
Which will work with multiarch cross-building, so you can apt-get install builddeps using :armhf

For wheezy you can install cross-toolchains from emdebian.org, but you
need to enable both squeeze and wheezy otherwise there are dependencies
missing. These toolchains use the older xapt/dpkg-cross paths
(/usr/arm-linux-gnueabihf/{lib,include} and thus xapt/dpkg-cross to make library builddeps.
