First, this doesn't look like the build flags used by the Debian
package; if you're building upstream fontconfig manually rather than
Debian packages, it might be best to contact upstream Fontconfig
directly.

This is probably part of the documentation build; it's probably simplest
if you pass --disable-docs to configure and build the docs natively
(even on x86).
