Have you erased mtdblock1 first? If you reprogram a flash device without
erasing it first really weird stuff happens (I think it will change bits
from 1 to 0 but not from 0 to 1)!

You want the flash_erase command in the mtd-utils package. Also, you
might want to look into using nandwrite instead of cat as I believe it's
a bit more graceful about things like bad blocks.
