Here are two ways:

1) Install dpkg-dev and run: dpkg-architecture -qDEB_HOST_ARCH

2) If you have some .deb packages in the apt archive, you can do
"ls /var/cache/apt/archives" - if the files end with arm.deb you're
running arm, if they end with armel.deb you're running armel.

Nope, that's the same on arm/armel.
