I've reported this to the BTS.  We are commented out of the config
script.  Barbarians can go into /var/lib/dpkg/info/console-data.config,
find the line with 'arm' commented out and undo  the comment.  Then
 /var/lib/dpkg/info/console-data.config configure

The more timid can pick up a rogue .deb from 
  http://www.federated.com/~jim/arm/console-data_1999.08.29-9.arm_all.deb

Its a binary-all package so I don't really want to NMU it in a freeze.
Hopefully the maintainer will take care of it for us.
